In the former plan, the ZEN had to be one of the new residential city neighbourhoods representing a model of suitability for human living and a progress to popular housings. In 1968, after the earthquake, the Prefect requisitioned the just built apartments to give shelter to the homelesses. Those people never left and since the Seventies the houses have been illegally occupied, even before the primary facilities were realized.
